Ugandan businesswoman Zari Hassan is the current talk of the town.

The mother of five who is busy taking care of her late husband’s property to ensure her children doesn’t suffer in future.

But recently, Zari left social media users surprised after she revealed that she doesn’t care anymore about Diamond Platnumz, the father of her two kids who seems to have a roving eye.

The Tanzanian crooner has been accused of cheating on his wife with models and socialites among them Lynn (Wasafi’s video vixen) and Hamisa Mobeto.

Last month, Hamisa gave birth to a baby boy and she confirmed that Diamond Platnumz is the father of her second child.

This left many wagging tongues and it seems Zari is finally done with the Utanipenda hitmaker.  She is not bothered by what her husband is doing.

Recently, Zari called out Diamond telling him to take responsibility of Hamisa’s son if indeed he was the biological father.

Well, last weekend, Diamond Platnumz was in Zanzibar where BBA season 8 winner  Dillish Mathews was also on holiday.

The two were spotted together and fans took to social media to ‘inform’ zari that she was being cheated on.


But Zari seems to have enough of such news and she confessed that she can’t fight over a man. She has let Diamond to his own devices.

Let him do what pleases him.

Zari revealed that she is not that type of woman who would fight over a d*** claiming that there are some many ‘bananas’ and “NUNUs” out here.

She went on to address her husband’s infidelities on Snapchat and she made it clear that she is busy chasing the paper and has no time to fight over d***.

“Oh… U dming me to tell me how he cheated… So many d*** just like so many p***y on the market. Like y do pple think it’s all about fighting for d** honey i’ll fight for 1M NOT d**k. Closed a deal worth millions this week. 1st instalment 1st Nov,” she said in one of the snaps.

Dar es Salaam. There were days when Diamond and AliKiba who are believed to Tanzania’s top artistes made the world believe that all was well between them, but that seems to be in quite a distant past.

This week the release of Fresh remix by rapper Fid Q brought to the surface the ugly nature of their cold war pitting Diamond against AliKiba and Ommy Dimpoz.

In the remix in what seems to be a dig at AliKiba’s long silence, Diamond raps saying ‘they once asked to be given the throne but now I have given them a bed to sleep as well’.

AliKiba in his response referred to Diamond as the Queen who has laid his bed, a response that seemed to attract negative comments and positive in equal measures.

But that was not until Ommy Dimpoz joined the fray posting a picture with Diamond’s mother saying Diamond is his son.

The post received an instant reaction with people like Steve Nyerere and Mubenga warning the singer not to go that direction because it was disrespectful to all mothers.

“Isn’t you who sang that there is no one like a mother,” wrote Mubenga Dimpoz’s former manager.

To date it is not clear what really happened between these three singers that have brought them to the brink of war.

Sources say it started with Diamond’s elimination of Kiba’s vocals on one of the songs he had they had done together whereas there are those who claim that it started after Single Boy.

It is also reported that the hostility was further entrenched when AliKiba started dating Diamond’s former flame Jokate Mwegelo, something that many believe Diamond was not pleased with at all. 

Whatever happened to them remains a mystery but it is quite clear that they have made the social media such a noisy place for now.

For most people, a bee sting is just a nuisance. You may experience temporary sharp pain, swelling, redness, warmth, and
itching at the sting site, but no serious complications. If you’re allergic to bees, or you get stung multiple times, bee stings can be more problematic. They can even be life-threatening.
When a honeybee stings you, its stinger is released into your skin. This ultimately kills the honeybee. Honeybees are the only type of bee that die after they sting. Wasps and other species don’t lose their stingers. They may sting you more than once.
If a bee stings you, it leaves a behind a venomous toxin that can cause pain and other symptoms. Some people are allergic to this toxin. Mild allergic reactions may cause extreme redness and increased swelling at the sting site.
Severe allergic reactions may cause:
• hives
• pale skin
• severe itching
• swelling of the tongue and throat
• difficulty breathing
• rapid pulse
• nausea and vomiting
• diarrhea
• dizziness
• loss of consciousness
If you have any signs of a severe reaction to a bee sting, get emergency help. You may be experiencing anaphylactic shock , a life-threatening allergic reaction.

HOME REMEDIES
Home remedies for bee stings
Unless you’re allergic to bees or experiencing signs of a severe allergic reaction, you can treat most bee stings at home. If a honeybee stings you, remove the stinger immediately with the edge of your fingernail or the edge of a credit card. This helps curb the amount of toxins released into your skin. Wash the sting site with soap and water. Icing the sting site is the most effective way to reduce venom absorption. It also can also help reduce swelling.
Most home treatments for bee sting symptoms aren’t supported by scientific research. Yet they’ve been passed down for generations. These home remedies may help relieve bee sting symptoms:
Honey
Honey may help with wound healing, pain, and itching. To treat bee stings with honey, apply a small amount to the affected area. Cover with a loose bandage and leave on for up to an hour.
Baking soda
A paste made of baking soda and water can help neutralize bee venom to reduce pain, itching, and swelling. Apply a thick layer of baking soda paste to the affected area. Cover the paste with a bandage. Leave on for at least 15 minutes and re-apply as needed.
Apple cider vinegar
Vinegar may also help neutralize bee venom. Soak the sting site in a basin of
apple cider vinegar for at least 15 minutes. You can also soak a bandage or cloth in the vinegar and then apply it to the sting site.
Toothpaste
It’s unclear why toothpaste can help bee stings. Some people claim that alkaline toothpaste neutralizes acidic honeybee venom. If true, however, toothpaste won’t work on alkaline wasp venom. Either way, toothpaste is an inexpensive and easy home remedy to try. Simply dab a bit on the affected area.
Meat tenderizer
An enzyme in meat tenderizer called papain is also believed to help break down the protein that causes pain and itching. To treat a bee sting this way, make a solution of one-part meat tenderizer and four-parts water. Apply to the sting site for up to 30 minutes.
Wet aspirin tablet
A popular home remedy for reducing the pain and swelling of a bee sting is to apply a wet aspirin or aspirin paste to the sting site. Results of one 2003 study showed that applying aspirin topically to bee stings or wasp stings actually increased redness and didn’t decrease the duration of swelling or pain compared to using ice alone.
Herbs and oils
These herbs have wound-healing properties and may help relieve symptoms of a bee sting:
• Aloe vera is known for soothing the skin and relieving pain. If you have an aloe vera plant, break off a leaf and squeeze the gel directly onto the affected area.
• Calendula cream is an antiseptic used to heal minor wounds and ease skin irritation. Apply the cream directly to the sting site and cover with a bandage.
• Lavender essential oil has anti-inflammatory abilities and can help relieve swelling. Dilute the essential oil with a carrier oil, such a coconut or olive oil. Dab a few drops of the mixture onto the sting site.
• Tea tree oil is a natural antiseptic and may ease bee sting pain. Mix with a carrier oil and apply a drop to the sting site.
• Witch hazel is a tried-and-true herbal remedy for insect bites and bee stings. It can help reduce inflammation, pain, and itching. Apply witch hazel directly to the bee sting as needed.
OTHER TREATMENTS
Traditional treatments for bee stings
Bee stings are traditionally treated with
ice or cold compresses to help reduce pain and swelling. Anti-inflammatories such as
Motrin or Advil may also help. You can treat itching and redness with
hydrocortisone cream or calamine lotion. If itching and swelling are severe, taking an oral antihistamine such as Benadryl may bring relief.
To reduce your risk of infection, don’t scratch the sting site. Scratching can intensify itching, swelling, and redness.
If you’ve had anaphylactic shock after a bee sting in the past, you’ll need to carry an EpiPen with you at all times. If you’re stung again, using the EpiPen may prevent a severe allergic reaction.

When to see a doctor
Most bee stings don’t require a call to your doctor. If you experience any symptoms of a serious allergic reaction, such as difficulty breathing, hives, or dizziness, call your local emergency services. Don’t attempt to drive yourself to the emergency room.
If you used your EpiPen in response to the sting, you should see your doctor. Seek emergency help if you’ve been stung multiple times. Call your doctor if your bee sting symptoms don’t improve after a few days.

PRESIDENT John Magufuli has directed the office of the Attorney General (AG) and other responsible ministries to speed up the amendment of Value Added Tax Act 2015, saying it is slowing down development projects.


Speaking at the newly inaugurated 4bn/- modern Korogwe bus stand in Tanga Region yesterday, the Head of State said it was irrational to impose VAT on everything, especially soft loans and grants.

“In 2015, we made amendments that lead to imposition of VAT on everything. These changes have affected us immensely. When we negotiated with the World Bank (WB) on this project (Korogwe Bus Stand) the amendment hadn’t been effected.

“I have directed the AG, Regional Administration and Local Government and other responsible ministries to fasttrack the amendment of the section of the VAT Act during next month’s Parliamentary session,” Dr Magufuli said.

He pointed out that when VAT was imposed on development projects funded under soft loans or grants from development partners, the government suffers immensely because it has to raise money to pay the tax.

After government manages to raise the amount for VAT, President Magufuli explained, some unfaithful contractors renegotiate with Tanzania Revenue Authority (TRA) to pay only 40 per cent of the tax.

He explained, furthermore, that under the circularity system involving the Finance Ministry, the funder, and taxman who seizes goods at the port, work on development projects is slowed down and original completion deadlines were not met.

“That is why I have directed the Minister of Works, Transport and Communications, and his counterparts in charge of Finance, to make sure that the seized materials for the Dar es Salaam-Morogoro Standard Gauge Railway (SGR) should be released soon as we await the amendment,” the President added.

Dr Magufuli said the current WB projects, which are undertaken under the ‘soft loans’ system do not deserve to be taxed because the VAT can be utilised elsewhere, adding, “Yes, we need VAT but not from everything because this slows down development.”

He pointed out, for instance, that an X-ray machine donated for serving wananchi could be seized at the port as the Taxman would demand VAT. while patients would be suffering in hospitals.

“The donors give you something for free, and then you demand that they pay tax… this is sheer nonsense,” said the President, as he stressed the need for amendment of the 2015 VAT Act.

Meanwhile, Dr Magufuli has ordered two engineering companies Don Consult Ltd and Tansmo Contractors to resume construction of a water dam in Handeni within the next two weeks at their own costs or refund the 2.8bn/- of public funds they had already been paid.

If the deadline was not met, he stated categorically, security organs in the region should arrest their officials. The President’s remarks were among the highlights of a public rally he addressed in Handeni, Tanga Region en route to Dar es Salaam.

He added: “They should choose between going back to the site and going to prison. The regional administration should oversee this matter.” He further remarked that the engineers must push the work to an adequately satisfactory level to deserve payment of the 1.2bn/- balance.

He explained that work on the 4.1bn/- project embracing water supply dams in Mkata, Namanga and Kwadungwa, for which the contractor had already pocketed 2.8bn/- was shoddy and didn’t match the amount.

“Those who facilitated the payments are probably enjoying the percentages they received from these companies. The boil-lancing expert has come,” Dr Magufuli announced amid cheers, reiterating that his government won’t tolerate to see public funds being misappropriated.

Dar es Salaam. It is always the dream of most married couples to live happily together until death does them apart.

It is also the wish of parents, relatives and friends to see young families raise healthy children in peace and tranquility.

Nonetheless, the reality on the ground is quite different.

A recent report shows that not only has the rate of divorce doubled within six years, but about half of people who have reached the age of marriage have not yet married.

The National Panel Survey of 2014/15 carried out on Tanzania’s households by the National Bureau of Statistics (NBS) shows that the rate of divorce has doubled within the last six years (by survey date), a situation that threatens the future of that important institution.

The report shows that the rate of divorce has increased from 1.1 per cent in 2008/09 to 2.1 per cent in 2014/15.

This means that currently for every 100 people who have reached the age of marriage in the country, two have been divorced.

The study further reveals that out of 100 who are marriageable, 40 are not yet married.

Besides, four couples out of 100 have separated, meaning that their chances of divorce increase if a lasting solution is not found to iron out their differences.

Normally, marriage breakups deny the children the love of both parents. Lack of parental care has been one of the major reasons for the increase of street children.

Reacting to the report, experts said the study paints a dire picture on the future of the nation taking into consideration the fact that marriage is a key institution of love, peace, solidarity and stability for any country.

The survey’s findings, which were published early this year, concur with those of the 2012 census that show that 715,447 people had been divorced, which is equivalent to three persons out of 100 who have reached marriage age.

The regions of Unguja South, Mtwara, Urban West, Lindi and Unguja North have a higher rate of divorce as the rate is over four per cent, which is above the nation’s average of three per cent, according to the statistics of the 2012 Census.

It is not necessary for those who divorce in courts of law to tender their divorce papers to the Registration Insolvency and Trusteeship Agency (Rita) as statistics of the Agency show that the number of divorces has been low compared to the statistics in the NBS survey.

Despite a few number of documented divorces, Rita says that the number of the married couples divorcing has been increasing year after year in the country as in Dar es Salaam alone the number of divorcees has shot up from 106 in 2014 to 149 last year, something that tells the real situation of NBS’s survey.

“It is very possible that divorces are more than our findings show because most of the married couples don’t know how to register their divorcing papers with us so that we can provide them with documents,” says Mr Josephat Kimaro, Rita’s manager for Marketing, Information and Public Education.

“We have started a process of communicating with courts so that soon after those courts have presided over divorces, the divorcees can bring us the divorce papers for registration,” Mr Kimaro added.

Rita’s reports indicate that there have been some marriages that have lasted for less than one year including the one that took eight months in court until a divorce statement was registered by Rita.

The Marriage Act of 1971 stipulates that a declaration of separation or divorce is required to be issued by a court of law only after satisfying itself with the reasons given by the married couple.

Section 100 of the law details that a court of law cannot hear divorce cases of marriages that have lasted under two years and for it to hear them it must satisfy itself that one of the couples suffers miserably.

The Women’s Legal Aid Centre (WLAC) clarifies in its booklet about the marriage law that, “written or verbal divorces in the streets by the married couples are no recognised by the marriage law.”

“A divorce must be decided by a court of law so that the rights of either of the couple are clearly declared,” reads part of the WLAC booklet issued in 2013.

The Citizen has discovered that unfaithfulness and the behavioral change between the married couples are some of the main reasons for divorce.

Ms Esther (not her real name) says she divorced her husband last year after his behaviour changed for the worst.

“When we got married he was sympathetic and tender and loveable. In fact I can say that he was attentive, submissive and hardworking. He was the real father of the family. But he soon changed completely. He would shout at me for some trivial things,” she says.

Before they parted ways they took their case to close relatives of both sides. They also involved religious leaders, but still the husband did not want to listen to anybody, a situation that led to the divorce.

“I didn’t like to go through the ordeal of divorce because we already had a child, but his behaviour made my life miserable. At least now I am relieved. And I’m told that he has already married another woman, who, I think, was the one behind his sudden behavioural change,” says Esther. She says they had been dating for nine months before they married.

For their part, religious leaders, who also preside over marriages to unite groom and bridegroom and solving marital problems, say it is not surprising to see the rate of divorces was on the rise.

They say it is all about moral decay among the married couples and the failure of the couple to understand each other better before marriage.

Sheikh Khamis Mataka, the chairman of the National Muslim Council of Tanzania (Bakwata), says divorces were on the rise because of the weaknesses of the married couple, who are supposed to live in love and unity until death separates them.

“Before marrying, you are supposed to know if your partner has all the qualities required including satisfying yourself with her/his behaviour, family, social ability and if she/he can become a social person.

“Unfortunately, nowadays things have changed. You find out that a married person doesn’t know even the history of his wife/her husband. What matters most is wealth,” says Sheikh Mataka.

Getting into wedlock while the married couple are ‘blind’ to each other’s history, according to Sheikh Mataka, in most cases makes their marriage start to sway once everyone starts showing their real colours.

Besides that, Fr Festo Liheta of Kiwalani Parish of the Catholic Archdiocese Catholic of Dar es Salaam says that the increased enlightenment on the rights of women, improved women’s income and marital sex problems have, to a large extent, contributed to an increase in divorces.

Fr Liheta says culturally men are heads of families, but now, he adds, most women are more knowledgeable about their rights than men, whom they don’t like to see denying them.

“Economic affairs contribute a lot to marriage breakups. When a person is in good position financially, such a person can be independent and cannot accept to be harassed. This is contrary to the past, whereby women tolerated because of getting little income,” says Fr Liheta, who carried out a study about marriage breakups.

Besides that, Fr Liheta touches on some problems about marriage sex, saying they were also contributing to lack of faith between the couple, especially when one fails to satisfy the other hence fueling divorce.

“In the past, sex in marriage was just for having children, but nowadays it has become pleasure. So, when one is not satisfied, one will have sex out of marriage. In this, men will have to make efforts in ending differences emanated from sex,” he says.

“Despite warning him, he didn’t listen to her. That man, whom she was communicating with, told her it was a woman, who was after him,” narrates Sheikh Mataka on the case as an example of the married couple failing to have faith in each other.

Sheikh Mataka, who is a teacher of the Islamic religion, also explains how he worked on a resent case about a married couple, whereby husband found his wife making frequent communication with a man, whom she allegedly had an affair with.

Not only do the ever-increasing divorces affect married couples, but also affect the whole family including the families of both husband and wife. “The ever-increasing number of divorces may also result in an increase in the number of members of the family of a single parent,” says Mr Abbasy Mlemba, a senior tactician at NBS.

“The innocent children are denied the right of living with both of their parents, a situation that may subject them to life hardships, living and begging in the streets, forced into child labor and crime without forgetting teen pregnancy.”

To reduce the problem of the differences between the couple, Fr Liheta beseeches both fiancé and fiancée to give more time to each other so that they can well understand each other before marriage. According to Ft Libeta, this includes the fiancé knowing the origin of his fiancée, the place and vice versa.

In his views, Sheikh Mataka says the economic affairs cannot be the reason of divorce between the married couple, advising partners wishing to marry they first ought to evaluate themselves well, have true love and the genuine determination of getting into marriage including being ready to counter its challenges.

However, the government says it is well aware of the matter as it has already laid down some strategies of working on it for the wellbeing of families and the nation in general.

The community development spokesman at the Ministry of Health, Community Development, Gender and Children, Mr Erasto Ching’oro, says divorce does not only affect the couple. Wealth production is also affected, thereby defeating efforts to end poverty in the country and the Vision 2025 to take the country to a middle income economy. Following those effects, he says, the government is now implementing the nation’s action plan of eradicating violence against women and children and strengthening relationships among the married people.

“The government wants children to be brought up by both parents so as to ensure their security and welfare are taken care of in every step of their upbringing. So, in the five-year action plan we have planned to reduce the rate of divorces by 50 per cent by 2021,” says Ching’oro.

In the action plan which was started to be implemented in July, this year, until 2021, Ching’oro says traditional and religious leaders including representatives of civil society organizations and social workers are involved in providing education about relationships and marriages so as to reduce rates of divorces, violence against women and child abuse.

A study has found thin people may lower their risk of heart attack, stroke and diabetes by carrying a few extra pounds on their hips and thighs.

One in five people of normal weight, who are ‘metabolically unhealthy’, can have an even higher risk than some fat people for the killer diseases.

But those who are pear-shaped tend to escape this group, as the bottom and thighs are safer places to store fat on the body.

A German study suggests the old warning ‘a moment on the lips, a lifetime on the hips’ is almost true.

Fat might not spend a lifetime on the hips, but it is stored there for months, which is better than belly fat – released around two hours after a meal.

Some women, like Jennifer Lopez and America Ferrera, naturally carry more weight in their hips and thighs. The researchers said that is safer than other types of weight gain because the fat will be stored there for longer, rather than going straight to the heart

It means the fat is not transported to the heart and liver, where it can lead to high blood pressure, high blood sugar and a greater risk of illness in later life.

The study’s lead author, Dr Norbert Stefan, from the University of Tübingen, said: ‘It is better for people of normal weight to be pear-shaped rather than apple-shaped, so that weight is carried on the bottom half of their body rather than around the middle.

‘The hips and thighs offer ‘safe storage’ for fat, stopping it from getting into the blood and reaching the organs.’

The study suggests that being pear-shaped is better for lean people, while in overweight people it does little to help. The fat levels in their internal organs may already be too high for this to offer extra protection.

It concludes: ‘Genetic analyses suggest that metabolic risk appears to be determined by different pathways in normal weight and obese subjects.’

In a vote that was as close to unanimous as the current Congress is likely to produce on anything more substantial than naming a post office, the Senate passed sanctions designed to punish Russia for interference in the 2016 election.

This bill would put the force of legislation behind the sanctions that President Barack Obama already imposed following the election, making it more difficult for Donald Trump to remove those sactions—which is something Trump planned from his first days in the White House.

Unknown to the public at the time, top Trump administration officials, almost as soon as they took office, tasked State Department staffers with developing proposals for the lifting of economic sanctions, the return of diplomatic compounds and other steps to relieve tensions with Moscow.


The legislation puts in place a process that has to be followed in relaxing any sanction, making it not just harder for Trump to eliminate them on a whim, but more difficult for Trump or Tillerson to turn the sanctions into bargaining chips.

Additional sanctions in the bill target specific areas of the Russian economy, including mining and shipping.

Voting against the bill were Sen. Mike Lee of Utah, who continues to advocate for Putin and Russia on every occasion, and Rand Paul of Kentucky because … Aqua Buddha? In any case, the question is whether 97 yes votes is enough to keep Donald Trump from saying no.

Nairobi. Kenyan presidential results will be announced at constituency level, the Court of Appeal has ruled, saying the Independent Electoral and Boundaries Commission (IEBC) “must be above suspicion to command respect from Kenyans”.

Judge William Ouko noted on Friday that it is inconceivable for results announced at this level to be reviewed by the IEBC sitting in Nairobi.

“It is hypocritical for the appellant (IEBC) to doubt the honesty of its own staff [and give this as] the reason to verify the results,” he said.

Ouko noted returning officers are most critical and that constituency level results can only be final given the elaborate safeguards.

“The poling station is the true locus of the expression of the peoples’ will and should not be exposed to risk of variation. The IEBC has the duty to make sure employees pass the integrity test,” he said.

“Accuracy is fundamental in every election. It is the mandate for the IEBC to deliver a free and fair election.”

Other judges who presided over the appeal were Patrick Kiage and Agnes Murgor. This is a win for Nasa, whose bosses threatened in May to boycott the election if the appeal by the electoral agency sailed through.

The IEBC disputed a ruling by the High Court which stated results announced at constituency tallying centres would be used to determine winners. But National Super Alliance leaders said they would not accept an overturned ruling. The coordinating committee led by James Orengo told the electoral agency to withdraw the petition challenging the High Hourt decision on tallying. During the 2013 battle in the Supreme Court, Cord sought to prove that polling station results were altered at Bomas of Kenya which was the national tallying centre. Lawyer Kethi Kilonzo played videos of the announcements of presidential results in some counties, which she said differed from those announced by the electoral commission and reflected in Form 36.

WITH Eid-el-Fitr around the corner, Dar es Salaam Special Police Zone has assured city residents of peaceful festive celebrations as it has heightened security during the festive season.


Speaking to reporters in the city yesterday, Dar es Salaam Special Zone Deputy Commissioner of Police (DCP), Mr Lucas Mkondya, insisted that the ban of children discotheque during the celebrations remain intact as stern measures await the offenders.

He therefore warned those who intend to disrupt peace and harmony during the celebrations that they will face the music. “The aim of intensifying the security is to make sure that Muslims together with their families have happy and peaceful Eid-el-Fitr celebrations,” stressed the Deputy Commissioner who is also the Zonal acting boss.

During the holiday, roads and other places usually become busy especially in beach areas and Commander Mkondya reminded parents and guardians to take good care of their children and stop them from swimming in deep water.

“Parents who will go out with their children must make sure that the children are well taken care of, especially in crowded areas,” he stressed.

He said the police force is well prepared and will be patrolling around entertainment and other areas that are vulnerable to ensure there is peace during the entire festive season.

“We will deploy all units to the streets, including police dogs, horses and other special units in order to make sure there is peace in the region,” he revealed.

He said that pedestrians, drivers, ‘bodaboda’ operators and passengers should sustain from excessive consumption of alcohol to avoid accidents, adding that those who will be caught violating road safety regulations will end up in custody as there will be no fines.

In another development, the Dar es Salaam Special Zone police killed two bandits during a fierce gun battle involving the anti-robbery squad at Kigogo Luhanga and managed to recover a shotgun, pistol and five rounds of ammunition.

“On June 19, this year, our anti-robbery squad received intelligence reports that there were gangsters planning to commit robbery at Kigogo. The bandits opened fire on the police officers who arrived at the scene before the planned robbery could take place,” he narrated.

Expounding further, he said out of four suspected bandits, two were injured but died on the way to hospital, adding that intensive manhunt operation is going-on to net the escaped two bandits.

Having a smartphone within sight or within easy reach - even if it is switched off - can reduce your ability to focus and perform tasks because part of the brain is actively working to not pick up or use the phone, shows an interesting research.

"We see a linear trend that suggests that as the smartphone becomes more noticeable, participants' available cognitive capacity decreases," said Adrian Ward, Assistant Professor at McCombs School of Business at The University of Texas at Austin in the US.

"Your conscious mind isn't thinking about your smartphone, but that process -- the process of requiring yourself to not think about something -- uses up some of your limited cognitive resources. It's a brain drain," Ward explained.

The researchers conducted experiments with nearly 800 smartphone users in an attempt to measure, for the first time, how well people can complete tasks when they have their smartphones nearby even when they are not using them.

In one experiment, the researchers asked study participants to sit at a computer and take a series of tests that required full concentration in order to score well.

The tests were geared to measure participants' available cognitive capacity -- that is, the brain's ability to hold and process data at any given time.

Before beginning, participants were randomly instructed to place their smartphones either on the desk face down, in their pocket or personal bag, or in another room.

All participants were instructed to turn their phones to silent.

The researchers found that participants with their phones in another room significantly outperformed those with their phones on the desk, and they also slightly outperformed those participants who had kept their phones in a pocket or bag.

The findings, published in the Journal of the Association for Consumer Research, suggest that the mere presence of one's smartphone reduces available cognitive capacity and impairs cognitive functioning, even though people feel they are giving their full attention and focus to the task at hand.

In another experiment with similar tests, the researchers found that participants who were the most dependent on their smartphones performed worse compared with their less-dependent peers, but only when they kept their smartphones on the desk or in their pocket or bag.

The experiment also showed that it did not matter whether a person's smartphone was turned on or off, or whether it was lying face up or face down on a desk.

"It's not that participants were distracted because they were getting notifications on their phones," Ward said.

"The mere presence of their smartphone was enough to reduce their cognitive capacity," Ward added.

A LOCAL martial artist has left for South Korea for the World Taekwondo Championship, which will attract more than 2,000 athlete from across the world.


Hailing from Arusha, Athumani Kitunze needs all the guts he can muster in order to ‘swim’ successfully in the large sea of martial artists from across the globe and keep his head high in the Taekwondo championship.

Tanzania will be represented by a single martial artist who has just left to Seoul for the Muju 2017 World Taekwondo Championship commencing today and set to run for a full week in Kitunze, weighing at 54 kilogrammes will be competing among 2,000 other martial artists from 170 countries around the world.

He was accompanied by his coach Joseph Chuwa, who is also the Vice-President for Tanzania Taekwondo Federation (TTF). Chuwa said that lack of cash caused the country to have a single entrant in the Muju event.

Tanzania was supposed to send 24 martial artists in the required three groups including eight men, eight women and eight children, but in the end the country managed to fly just one Taekwondo athlete to Seoul due to what was described as ‘financial constraints.’ Taekwondo, which is a popular martial sport is often claimed to have historical origins on the Korean peninsula, with origins said to have been traced as far back as the 1st century.

CONSTITUTIONALISM AND POLITICAL CHANGE IN TANZANIA The normal requirements for enacting a new Constitution

THIS is the third installment in my series of articles under the heading “Constitutionalism and Political change in Tanzania” In the second article, we started discussing the history of Constitution making in Tanzania, in respect of the Constitution of the United Republic. This article is a continuation of that discussion.

The political events which necessitate the making of a new Constitution In the matter of enacting new Constitutions, there are certain political events of a fundamental nature which, when they occur, inevitably necessitate the making of a new Constitution.

The traditional ones are the following:

(i) When there is a change of sovereignty.

(ii) When there is a merger of sovereignty.

(iii) When the previous Constitution had been abrogated, usually as a result of a military coup.

(iv) Where there is need to abandon a totally unacceptable Constitution, such as the apartheid Constitution of South Africa.

(i) When there is a change of sovereignty.

The practice of Constitution-making in Tanzania has generally followed this rule. That is to say, new Constitutions have been enacted only when there was some fundamental political change involving a change of sovereignty.

If it may rightly be called a principle, this principle was established during the making of the Republican Constitution of Tanganyika in 1962, in Prime Minister Kawawa’s statement in Parliament, when he said the following: “Mr Speaker, this Constitution has been prepared in accordance with the proposals contained in Government Paper no. 1 of 1962.

Although the Government Paper referred to the making of amendments to the existing Constitution, we have thought it best to substitute a new and self-contained document to mark such a fundamental change”.

As will be explained later, the fundamental change referred to by the Prime Minister was a change of sovereignty by transferring the country’s sovereignty from the Queen of England who had been the Head of State of Tanganyika, to an elected President of Tanganyika who now became Head of State.

This change of sovereignty is what necessitated the making of a new Constitution, namely the Republican Constitution of Tanganyika. (ii) When there is a merger of sovereignty.

The new Constitution of the United Republic of Tanzania of 1977, was a result of another fundamental change involving a merger of sovereignty, when the Republic of Tanganyika united with the Peoples’ Republic of Zanzibar to create a new sovereign state, by the name of the United Republic of Tanzania.

This necessitated the making of a new Constitution for the new sovereign state. (iii) When the previous Constitution has been abrogated. When President Iddi Amin Dada came to power in Uganda through a military coup in January 1971, he abrogated the previous Constitution of Uganda.

Hence, when he was removed from power several years later, it became necessary to enact a new Constitution for Ugan da in order to replace that which had been abrogated.

(iv) When there is need to abandon a totally unacceptable Constitution. When the obnoxious apartheid regime of South Africa was swept from power by the democratic forces led by Nelson Mandela, it was necessary to enact a new Constitution to govern the new democratic South Africa.

‘ There are exceptions to every rule’. But, as the saying goes, “there are exceptions to every rule” The new Constitutions of Kenya, Malawi, and other countries which have opted to enact new Constitutions, which now includes Tanzania, provide the proverbial exception to this rule.

The exception arises when the relevant national Authorities feel that there are good enough reasons for enacting a new Constitution, notwithstanding the fact that no fundamental political change has taken place, such as a change of sovereignty.

In such circumstances, a new Constitution can be created. The ongoing process of making a new Constitution for the United Republic of Tanzania falls into this category, the main reasons being that firstly, there have been repeated demands by the opposition political parties for the enactment of a new Union Constitution.

And secondly, there is the need to accommodate the social, economic and political changes which have taken place since the 1977 Constitution was enacted. These are the factors which influenced the decision to enact an entirely new Constitution of the United republic.

At the time of writing, this new Constitution making process is still on-going.

CONSTITUTIONAL ENGINEERING : THE HISTORY OF CONSTITUTION-MAKING TANZANIA.

It may be worthwhile to start this discussion by reminding our readers about the principal factors which normally influence the processes of Constitution-making; in order to understand how they were applied in similar processes which have taken place in Tanzania over the years.

These factors are:

(a) the political forces which were at work when the relevant Constitution was enacted;

(b) the ‘commonsense’ political considerations of practical convenience at the material time;

(c) the precedents which were applied by the Constitution-makers at that time. Indeed, Constitutionmaking has been a continuous process since Tanganyika’s independence in 1961, and Zanzibar’s independence in 1963.

The political forces which were at work during the enactment of the independence Constitutions of our country had made it necessary for these documents to be drafted and enacted by the British Parliament in London.

The Tanganyika Independence Constitution was actually cited as ‘The Tanganyika (Constitution) Order in Council, 1961; and was published in the Tanganyika Official Gazette as GN 415 dated 1/12/1961.

Its provisions preserved the British Queen Elizabeth the Second as Head of State of Tanganyika. Similarly, the Zanzibar independence Constitution of 1963 was crafted in London and enacted by the British Parliament.

Like the Tanganyika Independence Constitution, the Zanzibar independence Constitution also included a provision which preserved the Sultan of Zanzibar as Head of State.

That Constitution was abrogated only one month after its coming into force, following the January 12th Revolution which overthrew the feudal monarchy. We do not intend to dwell on these independence Constitutions, simply because they were not made in Tanzania, they were actually imports from London.

We therefore prefer to discuss the chosen topic of ‘Constitutionalism and political change’ in relation only to the period after independence, in respect of those Constitutions which were actually ‘made in Tanzania’.

A brief history of Constitution-making processes in Tanzania. The process of Constitution-making after independence has resulted in the enactment of the following new Constitutions:

(i)The Constitution of the Republic of Tanganyika, 1962.

(ii)The Zanzibar (Constitutional Government and Rule of Law) Decree 1964.

(iii)The Interim Constitution of the United Republic of Tanzania, 1965.

(iv)The Constitution of the United Republic of Tanzania, 1977.

(v)The Constitution of Zanzibar, 1979.

(vi) The Constitution of Zanzibar, 1984.

In the paragraphs which follow below, we will examine the historical factors and other circumstances which surrounded the enactment of each of these Constitutions. The Constitution of the Republic of Tanganyika, 1962.

The Republican Constitution was enacted on 23rd November 1962, by a Constituent Assembly which had been established for that purpose.

The Republican Constitution had to be a new Constitution because it satisfied the requirement of ‘change of sovereignty’; for in this particular case, there was a transfer of sovereignty from the Queen of England as Head of State of Tanganyika, to the President of Tanganyika.

The historical circumstances surrounding its adoption. The change of sovereignty occurred because the independence Constitution had given Tanganyika what is known as ‘Dominion status’.

This is a rather complex constitutional arrangement which creates a separation of powers between the Head of State and the Head of Government. Hence under this arrangement, the Queen of England became the Head of State of Tanganyika, and Mwalimu Julius Nyerere became Prime Minister and Head of Government.

In practice, this meant that Tanganyika basically continued to be governed by the Queen of England in her capacity as Tanganyika’s Head of State. She was represented here in the country by a Governor-General whom she appointed.

The Governor-General had the authority, on behalf of the Queen, to give assent to laws which were enacted by the National Assembly of Tanganyika, and to carry out any other duties which are constitutionally the responsibility of the Head of State.

This complex constitutional arrangement did not make sense to the majority of the people of Tanganyika, who could not understand the rationale of the country being independent under such circumstances!

Thus, acting on ‘the commonsense consideration of practical convenience’, it was decided to enact a new Constitution which the people could more easily understand, and which accords with their concept of independence.

The end result was the Republican Constitution, which removed the said Dominion status, and replaced it with the Republican status., which combined the powers and authority of the Head of State with those of the Head of Government, and placed them in the hands of the President, who was to be elected directly by the people of Tanganyika themselves.

THE tale of the new nominees to the fourth East African Legislative Assembly (EALA) has taken a new twist, as South Sudan’s Transitional National Legislative Assembly (TNLA) revokes its resolution confirming nine members to the august House.


This action comes as the East African Court of Justice (EACJ) was getting ready to hear inter-parties an application filed by Mr Wani Santino Jada, asserting that the act of President Salva Kiir who appointed, by decree, nine persons to represent the partner-state in EALA was in violation of Article 50 of the Treaty for the Establishment of the East African Community (EAC).

Mr Jada, a 22-year-old citizen of the Republic of South Sudan, had earlier obtained an ex-parte order from EACJ, restraining administering the oath of office, or otherwise recognizing nominees from the Republic of South Sudan pending the hearing yesterday.

Before a panel of judges, under EACJ Principal Judge, Monica Mugenyi, the first two respondents, Attorney General of the Republic of South Sudan, and the Speaker of the Parliament of South Sudan admitted that the appointment and consequent confirmation violated Article 50 of the EAC establishment Treaty.

The South Sudan Justice Minister, Mr James Mayena Oka and Clerk of South Sudan Transitional National Legislative Assembly, Alalla Younis Said told the Court that having learnt of the violation fact, the South Sudan TNLA revoked the approval of the nine nominees and that new elections would have to be held, at least by next week, to meet requirements of Article 50.

On the bench, there were also the EACJ Deputy Principal Judge, Isaac Lenaola and judges Faustin Ntezilyayo, Fakihi Jundu and Audace Ngiye. After the Court was notified of changes in the current state of affairs in regards to the appointments and approval, Mr Jada withdrew his application as it was likely to be rendered an academic exercise.

The respondents conceded that the President of South Sudan has no mandate to appoint EALA members. They also produced a letter revoking the appointments signed by the speaker of the Parliament.

Consequently a consent was filed to the effect that the appointed members of EALA from South Sudan is revoked and that it would prepare the election rules to comply with Article 50 of the Treaty and that they will repeat the exercise after approving their election rules. The third respondent was EAC Secretary General.

Reports reaching the ‘Daily News’ here had it that the South Sudan MPs supported a motion raised by Chairperson of Legislation and Legal Affairs Committee, Mr Dengtiel Ayuen Kur, who formed an opinion that it would be just to withdraw the parliamentary approval of the nine members who were confirmed by the assembly in March this year.

Mr Kur was quoted as saying in TNLA that although South Sudan sent its members to the Assembly, it had turned out that some basic requirements of the Treaty were not met.

“Harry Potter” star Emma Watson spent Thursday hiding copies of Margaret Atwood’s classic novel “The Handmaid’s Tale” across Paris to promote feminism.

“I’m hiding copies all over Paris!” the actor best known for playing Hermione Granger said on Twitter.

Atwood’s 1985 novel which has now been turned into a hit television series starring Elisabeth Moss of “Mad Men” fame — is about a dystopian world where women are reduced to being the child-bearing slaves of male masters.

The British actress a goodwill ambassador for the UN on women’s rights — left about 100 copies of the book in various spots across the French capital, according to the website of the Livres Hebdo magazine.

Watson, 27, set up the feminist reading group “Our Shared Shelf” last year which has now nearly 200,000 members.

She carried out a similar exercise across the Channel in November, leaving copies of Maya Angelou’s memoir “Mom & Me & Mom” on the London Underground, and in New York in March.

The idea is that readers might chance upon the books and be inspired by them.

    Wa-Iraqw or Wairaki are the largest ethnic-speaking community of Ethiopians and found in Manyara Region Mbulu districts, Babati, Hanang and in Arusha Region Karatu district.
The people of this tribe have ethnic backgrounds relationship with Gorowa, Burungi and Alawa who live in Babati and Kondoa districts. History takes us through oral tribal Iraqw, which says the source of generation comes from ancient people who were living in the area of ​​Mesopotamia or Iraq in nowdays.

Iraqw have two kinds of traditional dances. Mosi inner drum that is wedding. This dance goes on a female child is married or boyfriend is married. The male garment was the same as that covered sheets. The female garment was small sheets renders skirts and scarves. Also men and women wore shoes made with leather. However culture wear traditional clothes has begun lost and now a large number of Iraqis wear normal clothes.
